1. Based on the latest results, I consider that this event is a strong and evident testimony that
Colombia is highly located in the world’s petroleum scene.
The uncertainty about the loss of self-sufficiency was left behind.
Nowadays, our plans are aligned to continue expanding the national infrastructure in order to
take advantage of the new discoveries to be made in the country. We are fully confident in
reaching our goal of producing one million barrels per day in a few years.

|
2. The Reservoir and Gas production topics should be observed in their full context,
to avoid confusing situations. It’s true that the actual production would only cover the
estimated consumption by 2014, basing ourselves on proven reservoirs and reservoirs in
conditions to be produced at this moment, but if we continue developing the existing ones,
we could extend the production until year 2020 or more, based on recent discoveries not
yet examined, and the success to be obtained by the exploration of new fields.
We believe that the Colombian Ministry of Mines and Energy’s vision is totally accurate
in thinking that it is very convenient for Colombia, to export gas to Central America,
despite of the limited availability of gas, since having a potential market would increase
the country’s investments, the current production and would allow seeking new production oilfields.

|
3. The Science and Technology Panel counted with the participation of the Ministry of Education,
representatives from the petroleum industry and from the Colombian Petroleum Engineering Universities.
They all agreed that it is very important to establish the Petroleum Engineering Master and Doctorate
Programs in Colombia, under the philosophy of a tripartite participation (industry - the Academy –
and Government,) with the coordination of ACIPET, in order to create a very good perspective for
the future of our petroleum engineers.
